    Correspondence to Kaurna Yerta Aboriginal Corporation (KYAC)

    In an effort to capitalise on the positive momentum generated from the Community Forum and to align with expected progress outlined by Kaurna elders, Council has written to the KYAC Board requesting their consideration and confirmation of support for a Charter of Engagement and confirmation of KYAC representatives as members of the proposed Payinthi Kumangka Steering Group. The Charter of Engagement and initial steering group membership request was provided mid-year and whilst positive verbal feedback has been received, KYAC advised ahead of the Community Forum that they were yet to formally consider these matters at Board level.

    Follow-up correspondence was sent on 11 November in an effort to come together under a Steering Group structure to commence this collective process. It is noted that KYAC receive multiple requests from numerous agencies, and also they are a voluntary board; both of which impact on their ability to provide swift responses.

    Broad Invitation to Prospect Residents

    The recent Community Forum was focussed upon an invitation to Senior Kaurna Elders. Future Forums will look to include broad representation from both Kaurna and non-Kaurna people to allow for ‘Truth Telling’ as an essential aspect of the Payinthi Kumangka process.

    To assist this process, an invitation was delivered to our residents as an attachment to the recent distribution of Q2 Rates Notices. The invitation asked for passionate people to be involved in the development of an Agreement with Kaurna communities and to register their interest (through our Engagement Hub website) to be kept informed and involved.

    Next Steps

    • Giving consideration to the expectations of the KYAC Board, confirmation of the Charter of Engagement may include the requirement for Council to reconsider and refresh their existing endorsement of the Charter discussed at the August 2021 Council meeting. We await a response from KYAC on the Charter of Engagement.
    • KYAC’s response will also inform the final composition of the Payinthi Kumangka Steering Group.
    • An update report to Council was proposed in December 2021, however unless a response from KYAC is received, this will be held over to 2022.
