Our Community Plan: Towards 2040


The Community Plan is Council’s lead strategic document and sets the direction of Council activities.


This draft Community Plan includes:

  • 20-year Vision Statements under six Pillars imagining the future of the City.
  • Five (5) year Strategic Objectives designed to work towards the long term vision.
  • 2020/2021 financial year Measures, two to five year actions and measures, and six to twenty year actions and measures (which, if delivered, will lead to achievement of the Visions).


The Community Plan is Council’s lead strategic document and sets the direction of Council activities - it provides the framework for the Annual Business Plan.


The Annual Business Plan is developed each year in the context of Council’s Community Plan – it provides the details and budget for achieving the objectives set out in the Community Plan.

Council is required by the Local Government Act 1999 to regularly review and renew its Strategic Plan/Community Plan within two years of each election cycle, setting the direction for Council activities.

Development of the Draft Plan has been informed by discussions between our Mayor, Councillors and Executive Leadership Team, together with a number of community groups and consultants during a series of workshops from late 2019 until recently.


Other documents, including the State Strategic Plan, the current City of Prospect Strategic Plan and the Regional Public Health Plan, have also influenced the development of the Draft Community Plan.

The Community Plan aims to strengthen our community through initiatives in quality of life, an inviting built environment, vibrant businesses and a greener future, making City of Prospect  an even better place to live, work, study and visit.

Complete the short online survey, post an idea on the “Ideas Wall”, complete a written submission or participate in a focus group or webinar.

Your suggestions, concerns and comments will be provided to Council for their consideration and will help to refine the Plan towards completion.
